Written Delegations – Submission from the National Citizens Inquiry Chair
Chair Candy Ashdown noted that there was a written submission to the Board.
Day of Mourning for Workers Killed and Injured
Wendy Cook, delegate with the New Westminster District Labour Council, addressed the Board with information in honour of the National Day of Mourning for Workers Killed and Injured. Cook said that every year the Council presents to governments and school boards in the region to recognize the day, which is observed on Tuesday (April 28).
She shared the various rates of occupational health and safety incidents, pointing out the statistics of workers killed or injured in recent years. She told the Board that more needs to be done to keep workers safe. She acknowledged progress that has been made in making improvements to safety standards and accountability. In specific, she pointed to 7 deaths in recent years due to crane incidents and the positive changes that were made in the industry in BC. She recognized that prevention is important to health and safety. She is reminding everyone that not all hazards are visible and some are invisible. Psychological health and safety is critical to workers just as serious as physical health which is needed to keep people safe. She added that these are things that cannot be seen such as poor mental health, bullying, and harassment. She is calling on the development of a national strategy to eradicate bullying and harassment in the work place. She commented on the focus on prevention for youth. She said the Council is urging for a call to action to ensure safe for all workers. She expressed her appreciation of the flying of flags at half-mast across the District to observe the day.
After the presentation, the Board observed one minute of silence to honour the killed and injured workers on the job.

Superintendent’s Reports
School Calendars 2026-2027
District Principal of Human Resources Jeremy Lyndon provided the proposed school calendars for the 2026-2027 school year. He went over background information on the collaborative process in creating the school calendars. He noted the two-week spring break and calendar variation days that is included in every calendar. He noted the total number of days in school (177 instructional days) which meets Ministry instructional minutes requirements. He provided a breakdown of important days in the calendar including student inclusive conferences, instructional, non-instructional, professional development dates, Design and Assessment Days/Learning Updates and other dates. He noted some variation among school calendars for example Langley Education Centre and some of the choice schools. He shared an example of one of the school calendars with the Board. He closed the presentation by confirming the proposed calendars are in compliance with all Ministry requirements.
Recommendation: That the Board of Education approves the School Calendars for the 2026-2027 school year as presented.

District Calendar 2027-2028 Amendment

Willoughby Slope Catchment Boundaries - stɑtl̓əw̓ Middle School
Assistant Superintendent Marcello Moino presented the catchment boundaries for the Willoughby Slope for the new schools: stɑtl̓əw̓ Middle School and Emery Dosdall Elementary. He said that during the process of consultation, students were at the centre of the planning and decision making. He shared an image of the existing catchment boundaries. He noted the current school-to-school transitions for those schools. He summarized phase 1 and phase 2 of the consultation process. In phase 2 of the consultation, the District shared one proposal with school communities along with the request for feedback from the public. He explained the parent/communication consultation themes including the IB program, grandfathering (the process of remaining at current schools), and electives and courses at the new secondary school. He shared some of the common sentiments from the community. Some of the key considerations from the data and feedback included but not limited to: having students attend their catchment schools, consider the impact of the IB program, balance the populations among the schools, among other things. He shared the new proposed boundaries for the three middle schools: Peter Ewart, Yorkson Creek, and stɑtl̓əw̓ Middle School. He shared the proposed school-to-school transitions for the middle schools. He shared the new proposed boundaries for the two secondary schools: R.E. Mountain Secondary and Emery Dosdall Secondary. He shared the proposed school-to-school transitions. He also presented additional proposed changes and actions to the Board (below):
- The International Baccalaureate (IB) is a District Program, and will accept students from catchments beyond R.E. Mountain Secondary.
- The District will work with the Principal of Emery Dosdall Secondary to create a Pre-IB program at Emery Dosdall Secondary at Grades 9 and 10.
- Students going into Grade 12 at REMSS in September 2027 will remain at REMSS to graduate. Their younger siblings, however, would not be “grandfathered” to be at REMSS. The District will look at individual cases to consider hardship on families, using the existing cross-boundary process.
- Only for students going into Grade 8 at PEMS on September 2027 who live south of 80th Ave and West of 200th Avenue (in the Josette Dandurand Elementary catchment), these students may apply to cross boundary at PEMS or go to their catchment school which will become Yorkson Creek Middle. Their siblings, however, would not be grandfathered to remain at PEMS.
Recommendation: That the Board of Education approves the catchment area for stɑtl̓əw̓ Middle School be created effective September 2027 as identified below:

Secretary-Treasurer’s Reports
Annual Facilities Grant 2026-2027
Secretary-Treasurer Brian Iseli reported to the Board on this year’s annual facilities grant, which he explained is one of many funds from the Ministry of Education and Child Care. He noted that the funding is used to complete minor facility upgrades at schools across the District.
Recommendation: That the Board of Education approves the Annual Facilities Grant 2026/2027 spending plan, as presented.

Annual Five-Year Capital Plan Bylaw 2026-2027
Secretary-Treasurer Brian Iseli presented the Capital Plan Response Letter update for the District. The letter comes out every March. He noted that the Board is required to pass a bylaw for the Capital Response Letter in order to be able to draw funds for approved projects.
As per the Capital Response Letter, the District did not have any major changes or new announcements from the Ministry for major capital projects this year. The R.E. Mountain Secondary addition that was announced this year was a project that was in the works already.
The District received some minor capital projects approved including a Brookswood wall system, rewire project in five schools, Douglas Park HVAC, kitchen projects at 4 schools, and a wheelchair accessible bus.
Recommendation: That the School District No. 35 (Langley) Capital Plan 2026/2027 Capital Bylaw No. 2026/27-CPSD35-01 be given first reading.
Recommendation: That the School District No. 35 (Langley) Capital Plan 2026/2027 Capital Bylaw No. 2026/27-CPSD35-01 be given second reading.
Recommendation: That the Board of Education of School District No. 35 (Langley) approves having all three readings of the Capital Plan 2026/2027 Capital Bylaw No. 2026/27-CPSD35-01 at tonight’s meeting.

Capital Projects Update 2025-2026
Secretary-Treasurer Brian Iseli provided the Board with an update on capital projects. He provided the background on funding for the projects. He said that the Langley Secondary School expansion project continues to be in progress. He noted the completion of Josette Dandurand Elementary and minor site work that is continuing. The Nicomekl Modular has also been completed with minor site work that is continuing. The Smith campus, the two schools that have been named already, are still in progress. He shared images of the concept of the two new schools as well as what it looks like currently.
Recommendation: That the Board of Education receives the report on Capital Projects 2025/2026 for information, as presented.

School Site Acquisition Charge (SSAC)
Secretary-Treasurer Brian Iseli provided an overview of the School Site Acquisition Charge (SSAC). He reminded the Board that as part of the capital planning process cycle, the Ministry requires schools district to review the School Site Acquisition Charge (SSAC) even if there are no changes to the rates.
Recommendation: That the School District No. 35 (Langley) SSAC Bylaw 2026-01 (School Site Acquisition Charge Bylaw) be given first reading.
Recommendation: That the School District No. 35 (Langley) SSAC Bylaw 2026-01 (School Site Acquisition Charge Bylaw) be given second reading.
